The territorial seal of 1861 was adopted in 1889, with slight rearrangement of the motto and the substitution of three bundles of wheat for the three bundles of sticks. The motto is LIBERTY AND UNION, NOW AND FOREVER, ONE AND INSEPARABLE. The 42 stars represent the number of States in the Union in 1889.
